A. GENERAL SCOPE OF WORK:
The project is a nine (9) acre sitework development package, preparing the site for a building constructed in a future, separate phase. Work in this package, generally described, includes clearing and grubbing, erosion control, mass grading, retaining walls, some storm piping and drainage, and culverts. The contractor must have experience in working around and protecting wetlands and jurisdictional streams from disturbance. The project will be done in a single phase. Work may be performed during the day or night. The project location is 100 Leaf Lake Boulevard, Birmingham, AL 35211.
B. PRIME GENERAL CONTRACTOR BIDDER PREQUALIFICATIONS:
Prime General Contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.
Only Prime General Contractor bidders who have completed the pre-qualification process and have been approved will be eligible to submit a bid for the Project. Prospective Bidder’s Pre-qualification Package must be received by the Architect’s Project Architect no later than 2:00 pm local time on Tuesday, October 24, 2023 after which no further requests will be considered.

The pre-qualification procedure is intended to identify responsible and competent prime bidders relative to the requirements of the Project. Each prospective Prime Contractor bidder will be notified of the results of the pre-qualification on Friday, October 27, 2023.
C. BIDS:
The Jefferson County Commission will receive sealed Proposals for the Jefferson County Medical Examiner & Coroner’s Office Sitework Package until 2:00 PM Local Time on Thursday, November 16, 2023 at the Jefferson County Courthouse, Room 1, General Services, 716 Richard Arrington Jr. Boulevard North, Birmingham, Alabama 35263, after which time they will be opened in the Commission Chamber, Second Floor, Room 270.
No Bids will be accepted after the time stated for the receipt of Bids. This requirement will not be waived. The clock in the County Commission Chamber will be used to determine the correct time as determined by the Director of General Services, or his designated representative. At the time stated above, the Proposals will be opened and publicly read aloud.
All Bids must be on a lump-sum basis. Submit Bid on the Proposal Form provided by the Architect, without changes, in a sealed envelope bearing the Contractor’s name and current Alabama license number. Bids that do not bear the Contractor’s current license number will be returned without being opened.
Construction Contracts shall be awarded only to Contractors, licensed by the State Licensing Board for General Contractors, as required by Title 34, Chapter 8, Code of Alabama. Construction Contracts in excess of $50,000 shall be awarded only to Contractors licensed as required by the 1978 Code of Alabama, Title 34, Chapter 8 as amended. Bidders must be “responsible” in accordance with criteria in the Bid Documents and as stipulated by Title 39-2-3-(e) of the Code of Alabama.
A Bid Bond, executed by a Surety company duly authorized and qualified to make such bonds in Alabama, payable to Jefferson County in the amount of 5% of the amount of the Bid, but not more than $10,000, must accompany the Bidder’s Proposal. Performance and Labor and Material Payment Bonds in the amount of 100% of the contract price, will be required when the Contract is presented by the Contractor to the Owner.

Scope of Work: The project is for the design of a pre-engineered metal building with insulated metal roof and wall panels and construction of the building and interior fit-out based on the bid documents provided. The project also includes all associated site and MEP/FP work indicated in the bid documents. The building is approximately 16,500 SF and provides temporary housing of law enforcement instructors and trainees for the Jefferson County Sheriff’s Department. The project is being bid EXCLUDING TAXES and requires the Contractor to comply with the requirements of Act 2013-205, which was signed into law May 19, 2013. The contractor shall account for the tax savings on the Accounting of Sales Tax form included in the specification behind the proposal form. The general contractor awarded the project shall be responsible for paying all Project Permit Fees.

The Jefferson County Commission will receive bids for the ROSEDALE SIDEWALK IMPROVEMENTS PROJECT (CD21-03L-M05-RSI) at Room A-420 meeting room of the Jefferson County Courthouse until 10:00 a.m. local time on November 17, 2023, at which time and place all bids will be publicly opened and read aloud.
Any bid to be delivered by hand or mail prior to the above time or at a different place shall be at the full risk of the bidder. Bids received from General Contractors who are not on the Official Bidders List may not be accepted or opened. Sentell Engineering makes no guarantee for plans and specifications obtained by Contractors and Vendors from sources other than the printed contract documents provided by their firm. Contractors and Vendors who base their pricing from contract documents obtained from other electronic sources, either in part or whole, do so at their own risk.
Bids must be submitted on proposal forms furnished by the Engineer or copies thereof, issued either with the original contract documents or by addendum. General Contractors shall not use Proposal Forms other than those provided in the contract documents.
All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975. The Bidder must display current General Contractor’s License Number on the outside of the sealed envelope in which the proposal is delivered, or it will not be considered by the Engineer or Owner. Bidders are advised that submitted bids bind the bidders to the “Bid Conditions Setting Forth Affirmative Action Requirements for all Non‑Exempt Federal and Federally‑assisted Construction Contracts to be awarded in Jefferson, Shelby and Walker Counties, Alabama, “also known as the Birmingham Hometown Plan.

A. SCOPE OF WORK:
The project scope includes selective demolition and renovation of approximately 3,000 sf of West Pavilion 2nd Floor for the new GME Wellness Center. Demolition work will include selective demolition of existing partitions, ceilings, finishes, support systems, and M/E/P/FP systems. Renovation scope will include construction walls, openings, finishes, new work to the mechanical, plumbing, and electrical systems for the build-out of collaboration zones, quiet study rooms, a meeting space, break room, lactation rooms, restrooms, meditation room, and offices. Contractors must have significant experience in working in a hospital clinical environment and have knowledge and experience with implementation, monitoring, and maintaining Infection Control and Interim Life Safety Measures as a General Contractor. The Prime General Contractor seeking to be pre-qualified will require experience with similar size and type projects performed in an operating hospital environment. The General Contractor must have experience as a General Contractor (not as a Construction Manager, Program Manager, etc.). The estimated construction cost is between $600,000 and $900,000.
B. PRIME CONTRACTOR BIDDER PRE-QUALIFICATIONS:
Prime contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.
Only prime contractor bidders who have completed the pre-qualification process and that have been approved will be eligible to submit a bid for the Project. Prospective Bidder’s Pre-qualification Package must be received by the Owner’s Project Manager no later than 4:00 PM Central Time, November 3, 2023 after which no further requests will be considered.
Pre-qualification Requirements Information Package may be obtained from the Architect upon letterhead request. Any addendums to the prequalification requirements will be issued to documented prime contractors only.
The pre-qualification procedure is intended to identify responsible and competent prime contractor bidders relative to the requirements of the Project. Each prospective prime contractor bidder will be notified of the results of the pre-qualification, on or about November 6, 2023.
The Owner reserves the right to waive technical errors in applications, or abandon the pre-qualification process, should the interests of the Owner appear to be promoted thereby.

C. BIDS BY PRE-QUALIFIED PRIME GENERAL CONTRACTOR BIDDERS
Documents:
After notice to pre-qualified bidders is given, the pre-qualified prime contractor bidders may obtain bid documents from the Architect (see address above) upon deposit of $100.00 per set. The deposit is refundable in full on the first two (2) sets issued to each prime general contractor bidder upon return of documents in reusable condition within ten (10) days after bid opening.  Additional sets for pre-qualified prime contractor bidders, subcontractors, vendors, or dealers may be obtained upon payment of the same deposit. The deposit for additional sets shall be refunded less the cost of printing, reproduction, handling and distribution, upon return of the documents in reusable condition within ten (10) days after bid opening.
Bid documents will be available at the following locations after notice to pre-qualified bidders is given. Bids:
Bids must be submitted on proposal forms or copies thereof furnished by the Architect. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days. The Owner reserves the right to reject bids if such action is determined to be in the best interest of the Owner. The Owner reserves the right to revoke pre-qualification of any bidder in accordance with Section 39-2-12, Code of Alabama, 1975, as amended in 1997 (by Act 97-225). The City of Montgomery is required to comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, § 31-13-1 et seq. of Code of Alabama 1975 (Act No. 2011-535), subsequently, all bidders are required to submit an E-Verify Affidavit stating they are enrolled in the E-Verify Program and the entire associated Memorandum of Understanding on the outside of their sealed bid proposals.
The City of Montgomery adopted Resolution 63-2021, an administrative plan for a 30% minimum participation goal for disadvantaged, minority and women owned business enterprises for public works projects. This resolution is included in the bid documents for contractors to review and acknowledge review by signing Exhibit A.
The successful bidder is required to carry Workmen’s Compensation Insurance and Public Liability Insurance, and if a subcontractor is employed, Contractor’s Contingent Liability Insurance. Bidders are required to file with bid a certified check or bid bond through a surety company authorized to do business in the State of Alabama; either form made payable to the City for an amount not less than 5% of the City’s estimated cost or of the contractor’s bid, but in no event more than $50,000.00.
Bidders are hereby notified that all provisions of Section 80, Act No. 571 Regular Session of June 19, 1959, approved November 19, 1959, entitled “An Act to Regulate the Licensing of General Contractors” shall be strictly observed.
