PY 2017 ACTION PLAN
(July 1, 2017 through June 30, 2018)
ONE YEAR USE OF FUNDS SUMMARY AND 30 DAY COMMENT PERIOD
CITY OF BIRMINGHAM, ALABAMA
The City of Birmingham’s Community Development Department is preparing for its Program Year 2017 application cycle and Public Hearing for its 2015-2017 Consolidated Housing and Community Development Plan’s Second Year 2017 Action Plan in conjunction with the U.S. Department of Housing and Urban Development’s (HUD’s) formula programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons With Aids (HOPWA).
The purpose of these programs is to coordinate effective neighborhood and community development strategies. Specific goals seek to benefit low and moderate-income persons, prevent or eliminate blight, provide decent affordable housing, or meeting an urgent community development need. Potential projects include, but are not limited to the following: neighborhood revitalization, providing a public service, increasing the availability of affordable housing, homebuyer counseling, economic development initiatives, youth educational and recreational opportunities, increasing access to quality public and private facilities, and preventing homelessness. These programs must primarily benefit low and moderate-income persons and communities.
The initial Public Hearing for the Second Year 2017 Action Plan outlines the City’s objectives and priorities for spending approximately $8.3 million of PY2017 funds. Public Hearings will be held on January 5, 2017 and January 9, 2017 at 9:30 a.m. and 5:30 p.m. in the City Council Chambers located on the 3rd floor of City Hall, 710 20th Street North, Birmingham, AL 35203.
The PY 2017 Action Plan will be developed after giving consideration to citizen comments and alternative proposals received at Public Hearings conducted by the City’s Community Development Department on January 5, 2017 and January 9, 2017 at 9:30 a.m. and 5:30 p.m. in the City Council Chamber and from the timely receipt of written comments and alternative proposals received in the Community Development Department on or before January 19, 2017 at 4:00 p.m.
At these public hearings, the application will be discussed in detail and potential applicants will have the opportunity to ask specific questions about proposed activities, funding priorities and process.
