NOTICE TO SUPPLIERS
ADVERTISEMENT FOR BIDS
Sealed Bids will be received by Bessemer Utilities at the office of Bessemer Electric and Water Service, 1600 First Avenue North, Bessemer, Alabama 35020 until 10:30 a.m. local time, November 19, 2014, for supplying the specified materials according to the Drawings, Specifications, and Contract Documents for the Works or Improvements hereinafter described. No bids will be received after the time set forth hereinabove, and the proposals will be publicly opened and read.
The work of supplying the specified materials will be let under one Contract, if an award should be made, and Bessemer Utilities reserves the right to select the Bid considered to be in their best interest. The major items of work to be performed are to include supplying approximately 1,500 feet of 8” D.I. pipe, 6,800 feet of 6” D.I. pipe, 550 feet of 3” D.I. pipe, 2,400 feet of ¾” copper tubing, 11 fire hydrant assemblies, and all related appurtenances.
Bid documents for suppliers, vendors, or dealers may be obtained upon payment of a fee in the amount of $25, to which no refund policies will apply, from the office of the Engineer, Gary L. Owen and Associates, Inc., 510 Emery Drive West, Hoover, Alabama 35244, (205) 982-9806. Drawings, Specifications, and Contract Documents are open to public review at the office of Bessemer Electric and Water Service, and at the office of the Engineer, and may be obtained upon deposit of a fee in the amount of $250, which amount does not exceed twice the cost of printing, reproducing, handling and distribution for each set of such documents, in accordance with Alabama’s Public Works Laws. Deposits are refundable less the cost of printing, reproduction, handling, and distribution, in the amount of $125, provided all documents are returned in reusable condition within ten (10) working days after bid opening. All refunds are due from the office of the Engineer within twenty (20) days after bid opening.
All questions regarding the project Construction Drawings and Specifications shall be submitted in written form and faxed to the office of Gary L. Owen and Associates, Inc. at (205) 982-9030. Questions shall denote “Bessemer – Water System Improvements in Brighton (A117013)” and reference specific drawings or section numbers when applicable. Questions will not be accepted within 24 hours of the bid opening.
No pre-qualification procedures are applicable for furnishing the materials described herein; however, by tendering a bid the person or firm that tenders such bid warrants that he/she has heretofore supplied materials for similar improvements, and is therefore qualified to do so in a responsible manner consistent with the Plans, Specifications, and Contract Documents.
The Contract award, if made, will be made to the low, responsive, responsible bidder as evidenced by: (1) a completed Proposal Form in accordance with the Instructions to Bidders and in accordance with stipulations in other sections of the Contract Documents; (2) no apparent unbalanced pricing for performance of the items of work (3) no special conditions or qualifications made by the Bidder; (4) no alternative bids or offerings for any items unless such alternative bids or offerings are requested in the Technical Specifications.
The work of supplying the specified materials will be let under one Contract, where all major materials shall be furnished by the Supplier and installed by the Owner, unless specifically noted otherwise by the Contract Documents.
All bids shall be held after the time for opening of bids has passed. The Owner reserves the right to hold the bids for a period of sixty (60) calendar days after the date of receipt of bids.
The Owner reserves the right to reject any or all bids, to waive any informality in any bid, and to accept any bid considered to be advantageous to the Owner.
The Supplier shall obtain and pay for all licenses and permits required by the State, County, or City authorities regarding the work of supplying the specified materials.
